In 2005, many countries, including those in the EU, planned to meet or exceed the agreement`s targets by 2011. Others, such as the United States and China – the world`s largest emitters – have produced enough greenhouse gases to mitigate the progress of countries that have met their targets. In fact, global emissions increased by about 40% between 1990 and 2009. However, the Kyoto Protcol targets are being challenged by climate change deities, who condemn strong scientific evidence of the human impact on climate change. An eminent scholar believes that these climate change deniers are “good” in violation of Roussau`s idea of the social contract, which is an implicit agreement between members of a society to coordinate efforts in the name of general social utility. The movement to reject climate change is hampering efforts to reach an agreement on climate change as a global collective society.  The original treaty was signed in 1997 in Kyoto, Japan. This agreement sets emission targets. Implementation required participating members to develop strategies and measures to reduce and offset household emissions and increase greenhouse gas intake.
Other specifications were liability, compliance and reporting requirements. This agreement expired at the end of 2012. Members agreed to extend the protocol effective from 2013 to 2020. The agreement is a protocol to the United Nations Framework Convention on Climate Change (UNFCCC), adopted at the 1992 Rio de Janeiro Earth Summit, which has not set legally binding restrictions on emissions or enforcement mechanisms. Only parties to the UNFCCC can become parties to the Kyoto Protocol. The Kyoto Protocol was adopted in 1997 at the third meeting of the UNFCCC Conference of Parties (COP 3) in Kyoto (In December 2012, after the first commitment period of the Protocol, the parties to the Kyoto Protocol met in Doha, Qatar, to adopt an amendment to the original Kyoto agreement. This Doha amendment added new emission reduction targets for the second commitment period 2012-2020 for participating countries. The Doha amendment had a short life.
